It certainly is. That mine had over 300 violations in three years. The mine owner keeps insisting that it was caused by an earthquake. That's not surprising because he's obviously trying to protect himself from lawsuits. Experts have said that it's very likely that the seismic activity was caused by the mine collapsing and not the other way around. It's like the Minneapolis bridge which had reports going way back to 1990 citing structural problems. What's the point of handing out violations or doing inspections if nothing is going to be done to correct problems? The people in charge who refuse to fix the problems, because it would cost them money, should definitely be held accountable when a tragedies like these happen.
